- Quang Ninh is the third largest coffee producer, preceded by Brazil and Columbia.

¡Ý History of Exchanges
2004
May: The ambassador in charge of international relation paid a visit to Quang Linh (for the judgment of the condition of the areas and the possibility of exchanges and research into basic materials).
June: The head of Quang Linh paid a visit to Gangwon Province, expressing his intention to take part in EATOF as a regular member for concentrating its efforts on the tourism industry.
2005
August: The head of the Office of International Cooperation paid a visit to Quang Linh, Vietnam to have consultations on exchanges and cooperaton with Quang Linh and to visit major celebrities.
¡Ø November, 2006: The governor of Quang Linh, Vietnam, and his party canceled their schedule of visit to Gangwon Province.
2007
May: A delegation of Quang Linh paid a visit to Gangwon Province for a presentation about its investment environment to hold consultations on the conclusion of an agreement on friendly exchanges.
2008
August: The two regions concluded an agreement of friendly exchanges by sector.

¡Ý The Meaning and Background of the Sisterhood Relationship (Friendly Exchanges)
Gangwon Province paid a visit to Quang Linh, Vietnam, which is equipped with cultural and emotional background and historicity similar to those of Korea for the diversification and characterization.
Gangwon Province consolidated its international state and position by concluding an agreement of exchanges in general areas including personal exchanges, culture, art and tourism, etc and securing human networks through the materialization of one-base-per-continent strategics.

¡Ý The Actual Condition and Major Achievement of Exchanges
The following are the areas that the two regions have decided to make exchanges.
¨ç Administrative (Personal) Exchanges
- The two regions have paid a visit to each other on a biennial basis for consultations on projects.
- Trainees have been dispatched to Gangwon Province via the Korean Internationalization Foundation of Local Governments.
- Gangwon Province has sent Korean teachers to Quang Linh (since the year 2008).
¨è Tourism Exchanges
- Each of the two regions have dispatched public officials in charge of tourism affairs (two persons a year, respectively) since the year 2008 for the activation of EATOF.
- The two regions have mutually supported familiarization tours at the invitation of travel agencies for the marketing publicity of tourism, holding seminars for exchanges and cooperation in relation to the development of the tourism market.
¨é Economic and Commercial Exchanges
- The two regions have exchanged general information on the situation of export and import, market trends and trade trends, etc.
- The two regions have dispatched a group of market researchers focusing on corporations, providing priorities to the hosting of export consultation sessions.
¨ê Cultural and Artistic Exchanges
- Quang Linh has took part in the University Student Forum of International Exchange Regions hosted by Gangwon Province.
- The two regions have respectively sent a certain-scale delegation and performers to each other's events, festivals and traditional falk festivals.
¨ë Stock-breeding and Fishery Exchanges
- The two regions have exchanged necessary materials for the exchanges of information on the feed of livestock, the processing of livestock and the production line, etc., in addition to the exchanges of information on the infectious disease of livestock.
- The two regions have exchanged information for consultations on measures for technical cooperation in areas such as facilities for aquaculture, seedling production skills and fish disease treatment, etc.

- The two regions have focused on personal, cultural and artistic sectors including a group of performers from Quang Linh taking part in Kangreung International Art Festival. It is necessary for the two regions to switch into sustainable and developable exchanges with the help of finding projects for win-win exchanges.

¡Ý The Desirable Direction and Prospect of Exchanges
Gangwon Province and Quang Ninh are taken to accelerate the formation of ties and a bond of sympathy as the two regions are similar in terms of their situation.
- Quang Ninh is located in the northeastern part of the nation, relying on its clean sea as a resource of tourism.
¡Ø Halong Bay, a tourist resort, is designated as the World Cultural Heritage.
- Quan Ninh joined a member of EATOF in September, 2007 and emerged as a new cooperative partner in the area of tourism.

Quang Ninh is highly enthusiastic about its growth and development by sector and class to break away from the underdevelopment of the past, showing its dynamic images.
- The region wants to dispatch public officials every year in order to improve the quality of its public officials.
- The necessity of learning Korean has emerged due to an increase in the number of Korean tourists and the entry of Korean companies to its market.
- It is desirable to introduce the basic principle of constructing new farming and fishing villages, changed life environment and the process of an increase in income, and to spread new technology.
